Repatriating sounds kinder, like returning someone home who got lost. Expediting sounds meaner like returning someone who has done some bad shit.
Extradition. That was the discussion I had with the guy. He was like repatriating is when someone WANTS to return home. Extradition is the opposite. Think I'm gonna run with extraditor since the internet says the word doesn't exist :)
